Responsibilities

The Human Resources Department is responsible for the successful administration of various employment-related functions and programs including:

  • employee recruitment and selection
  • employee development
  • compensation and benefits management
  • employee relations
  • risk management

The Human Resources Department's activities promote the efficient and effective delivery of quality services to citizens and enhance safety within the community.

FY 2014 Statistics

  • As of July 31, 2014, a peak employment month due to seasonal employment, the Human Resources Department was providing services to 790 employees. This is down from 816 in 2011. The full-time employment equivalency for all employees was 617, down from 630 in 2011.
  • Sixty-two percent of the Regular employees live in Auburn and 19 percent live in Opelika.
  • During this fiscal year to date, the City received 4,401 applications for an average of 65 applications per vacancy (an average of 80 applications per external vacancy).
  • Forty-five percent of the Regular employees have 10 or more years of service and 25 percent have 15 or more years of service. Last year, these statistics were 41 percent and 23 percent, respectively.
  • The turnover rate increased to 7.60 percent from 6.25 percent.
  • Ninety-seven employees are eligible to retire now or in the next five years, up from 86 that were eligible last year. Last year, only three employees retired.
  • No employee grievances were filed with the City Manager in 2014. The City averages about one employee grievance per year, an ongoing testament to effective supervisory practices and fair treatment of employees.
  • City employees continue to earn very high marks for their service and stewardship in the annual citizen survey.

Background

The Human Resources Department has seven full-time employees whose primary role is to help the organization succeed in providing high quality, cost effective services to the citizens of Auburn. Within that role are several very important functions including:

  • To make the City of Auburn a very desirable place to work for people who are dedicated to serving this community;
  • To maintain an environment that treats employees with respect and courtesy while promoting professional conduct; and
  • To protect the City and its employees from losses due to injuries, accidents, and liability claims.

The Department is organized into three functional work areas: Human Resources/Employee Relations, Payroll and Benefits, and Risk Management. Through these functional work areas, the department has extensive interaction with internal and external customers, business partners, and regulatory agencies.

Overview

Accomplishments

As the department begins work on its goals for Fiscal Year 2015, its accomplishments in 2014 are noteworthy.  After careful work and analysis, an implementation strategy was developed to comply with the complex employer shared responsibility mandate of the health care reform law.  With respect to employee development, the supervisor certification course, the crew leader development course, the customer service certification course and several employment and leadership development seminars were delivered.  Twenty safety and risk management training sessions were delivered during the year
